    DDS uses a fractal system: a layered structure that truly engages everyone:

    • Micro-group level 3: 25 → 125 people
    • Micro-group level 4: 125 → 625 people

    Each micro-group selected a position (representative, observer, candidate) to vote on each question. Importance: Power flows from the bottom up — not from the top down.
