If we had inspected a venue like this before the New Year's Eve party, would it have been authorized to organize such an event? The answer from superficial people, knowing what happened, would be no, it shouldn't have organized such an event.
For the New Year's Eve party, were too many people allowed in, more than authorized? The total number of attendees certainly led to a higher number of deaths and injuries.
If the people inside had been clear-headed, and not almost all drunk, or many of them drugged, could many deaths and injuries have been avoided? We know it's a somewhat silly question, perhaps even banal, because it's logical that on New Year's Eve, partygoers would drink a few glasses of alcoholic beverages. It would be enough to have only incorruptible people to prevent any potential problems, because there are already enough natural disasters, difficult to predict, that there's no need for further risky behavior.
